APIs (short for “Application programming interface”) are a service used by many big websites that allows users like you to plug into their application and access and use their content. Using APIs to retrieve and post content like CMS Commander does it is completely legal – you will however need a user account for most of the APIs in order to access them and other restrictions like usage limits might apply.
CMS Commander has integrated a big number of different APIs which you can use to fetch automatic content and post it to your websites. All you need to do is enter your API username and key in the CMS Commander options and you are good to go to use the API without any programming knowledge, which is usually required to access them.

CMS Commander uses a very flexible system which makes it easy as cake to integrate new APIs as content source in to the software.
